I found this via a WW1 section in the FAZ. If I can figure some more stuff out, I'll post more. My German is good but not perfect. But here's the link, even if you don't understand German there are plenty of photos. http://www.faz.net/aktuell/politik/der-erste-weltkrieg/
One article was about a researcher finding a letter from Henry Cabot Lodge, stating that to overcome resistance to the idea of the U.S. entering the war, a ship would have to be sunk by a U-boat, with American casualties, in order to swing the tide of public opinion. He even identified a prospect: the Lusitania.
A few months later (than the letter) it came to pass. the rest is history.
